[BUG] TER Language updates Broken

Describe the bug
Updating the languge files does not return language fiels
if i run typo3 language:update i only get an empty folder in var/label/<lang>/solr/release-11.5.x

my guess is that somthing is wrong with the crowding integration or solr releases.

To Reproduce
install solr and try to update the languge files
it seems that https://localize.typo3.org/xliff/s/o/solr-l10n/solr-l10n-.zip serves the zip containing only empty folders.

Expected behavior
get updated language files

Used versions (please complete the following information):

• TYPO3 Version: 12.4.20
• Browser: Firefox / chrome (does not make a diffrence)
• EXT:solr Version: 12.0.5
• Used Apache Solr Version: -
• PHP Version:php 8.2
• MySQL Version: -
