Updated linters, and builds with golang 1.8 (#15)

- Updated golangci-lint, and enabled more linters.  This came with lots of changes related to the new linters, mostly formatting and newlines
- Replaced go fmt with gofumpt 
- Updated min golang version to 1.17 (required mainly by gofumpt)
- Building against 1.17 and 1.18
- Updated dependencies
