If my job depends on another job, mine can break if the other job changes. Since we're tracking these dependencies anyhow, it would be neat if the owner of a job could keep track of what has changed in their dependencies.
One way to do this is with an RSS feed (my personal preference). It could in principle be by supplying a webhook callback (e.g. for MS Teams) but that's more work and feels a bit more ephemeral. E-mail notifications would be yet another mechanism.
Assuming that's a good idea (to be determined in discussion here), can the same be done with respect to ESCs? That might require registering an e-mail address for the ESC responsible which IIRC we don't do yet?
