3.3.0: Fixes for matrix spec

Matrix spec says width/height needs to be integers

I think Tenor, unlike giphy, was already providing width/heights as integers so part of this may be redundant

Version 3.2.0: Allow use of Tenor V2 API

It is no longer possible to register new keys for Tenor API v1 (https://tenor.com/developer/keyregistration). Allows you to use either an older V1 api key or a newer v2 key

Version 3.0: Added Tenor as an option for Gifs

Added Tenor as an option for gifs and added aliases to !giphy (i.e. !gif and !g)

Version 2.0: Expanded Giphy Messaging

You can now change the response types of the giphy bot including the ability to upload the gifs directly (as opposed to providing links)

Fixed bugs with newer maubot versions

Changes responses to use allow_html to satisfy recent maubot versions. Fixed in pull request #3
