being able to remove province cost

Being able to remove the cost of the provinces and just use the main towny plugin to set upkeep and new claim cost. I see that you can edit the provinces to remove the cost, but you would have to do this for every province, and we already have 1000 created. I would be great if there was just a true false setting in the config to switch between the styles.
