has cooldown based on length of time since last utterance
considers how many people nearby are talking
considers responses based on the characteristics of the last nearby utterance, and how many people nearby are talking

utterances have:

text content

tone modifiers
volume/reach modifiers
an effect i.e. the listener needs to know the message category and any effects it has (use tags for this)
direction (whose direction is it directed at)
cooldown/debuff time based on since the last time the utterance was used
