Rather than setting a fixed quota/refquota on the grading accounts, rudaux should calculate the required storage space (with some factor of safety) and proceed as long as the disk space has enough wiggle room

since we probably wont be using zfs volumes for graders going forward, just make sure the main tank has enough space. then wont need to worry about this at all.
