Tower Idle Task

The TowerIdleTask is not currently being used, and is marked for removal. It was intended to be the task for the tower idle state, and switching with TowerCombatTask when mobs are in range. However, it was found to be redundant since all functionality could be encompassed in the TowerCombatTask class.
Don't use.
