Tender for Universal Viewer developments (Accessibility Project)

The Universal Viewer is a community-developed open source project on a mission to share cultural content with the world. Adopted by organisations internationally, the UV is used to serve high resolution, zoomable images of some of the world's most valuable cultural assets. It leverages the International Image Interoperability Framework (IIIF) to deliver content such as Da Vinci's Codex Forster (V&A) and self portraits of Vincent Van Gogh (US National Gallery).
Over the past eight years the UV has fostered a community of cultural institutions, developers, and independent supporters of the project, with an active Slack channel of over 400 members. It has a steering group who meet regularly to respond to new requirements, and plan the roadmap ahead.
The development of the UV is guided by an International Steering Group which provides a unified strategic direction and sustainability to the UV Community. Members of the Steering Group include a diverse range of Public Bodies, Universities, funded projects, and commercial companies: The National Library of Wales, Digirati, Mnemoscene, Falvey Memorial Library of Villanova University, The National Library of Scotland and Morphosource.

This tender is seeking quotes for the completion of the following issues as listed under the 'Accessibility Fixes' project (https://github.com/UniversalViewer/universalviewer/projects/10 ):

The successful applicant will be required to complete development and testing of all issues under the 'Accessibility Fixes' project before they are signed-off for release to the Universal Viewer community in order to complete the project.
The UV Steering Group and the wider UV Community will fully test and review the code before final sign-off of the work.
Tenders will need to include:
- A quote for full completion, testing and final release of the 'Accessibility Fixes' project, to include price and how the work will be completed by the delivery date
- Evidence of previous contribution to, and activity within Open Source projects (for example, commits within the last two years on GitHub and evidence of community participation)
- Two references of coding work from previous clients/projects
The award will be assessed on the following criteria, entirely on responses as submitted:

*Submissions may be opened and assessed as they are received.
There is a maximum budget for the whole contract of Β£5,000 (including VAT).

The project communication will be via Slack and the liaisons will be Edward Silverton (Mnemoscene @edsilv), Demian Katz (Falvey Memorial Library @demiankatz) and Geoff Scholl (Falvey Memorial Library @geoffs).
Once the successful parties have been appointed, communication on specific work tasks will be done via the individual issue tickets on GitHub.
Acceptance of a contract of work under this tender is an acceptance of the following terms and conditions:
AWARDING OF CONTRACT:
The contract will be awarded by email to the address specified in the submission documents.
TIMETABLE :
The timetable may be subject to change at your request or the request of the Steering Group, at the discretion of the Steering Group.
DELIVERY OF CODE :
Will be via the listed github tickets as described above. A github handle must be provided for pull request purposes.
PAYMENT :
Payment will be made on successful completion of the outlined work (approved and signed off by the Steering Group) and submission of an invoice. No pre or interim payments will be made.
CODE & INTELLECTUAL PROPERTY RIGHTS :
All code will be incorporated into, and subject to the same terms as, the core Universal Viewer code.
