Create a system to promote community tutorials in-game

Currently, the learning curve of Resonite is rather high, and it can be difficult for new users to find solutions to problems they encounter (as seen for example in #932). #1, official tutorials and support by the community / Mentors help, however, I think the latter could be improved upon.

Describe the solution you'd like

A system which will allow community members to submit learning resources like video tutorials and guides to be "featured" officially by the Resonite team. I'm thinking about something like the Featured Worlds system, but focused on tutorials and learning content. I think this would fall into the same category as Steam's Community Guides, but as a native system people can browse directly in-game through their dash the same way they can browse for worlds.

Describe alternatives you've considered

Once #1 is implemented, I'm thinking this could also be achieved by providing means to link / browse the wiki from in-game. The important thing here I think is to provide the resources in-game in an easily digestable fornat to reduce the barrier of entry and make the game overall more accessible.

We plan to have a workshop for submitting variety of items, which would probably serve this purpose in the future. I'm not sure if this would be separate from that at this point.
