Improve issue templates

Some improvements to the Github issue templates based on some recurring issues I’ve seen.

Sounds like it covers the most recurring topics 👍

Given that a large percentage does not replace the anthology ID in the template, I am only moderately optimistic regarding the impact, let's merge and prove me wrong.

@nschneid yes, I meant that in a positive way. I did not want to do a formal review as others are more involved in handling day to day tickets and I would like to defer to them for an opinion.
