I had upgrading web test runner on my list, currently got a PR ready on my fork https://github.com/mokimo/milo/pull/64/files & will raise that soon

That should help with two things

1. run PRs on your local
2. run PRs more predictable due to catching up for 2 years of bug fixes for playwright/web-test-runner/chai

This test is for the old bulk publish block, which I am pretty certain is no longer used.
