Create version history Ui on milo docs

We need a popover design over the Milo docs for authors to create the tag.

• Jira Ticket

• This popover will open when the author clicks on the Version history button under tools

Below are the 2 options that we have implemented:-

Option A
In this design, we are blocking the author's view like a modal from the doc and giving more focus on the version design popover since the intention of the author is to create a version if he clicks on the version history button.

Option B
This design gives the author the flexibility to just keep the popover beside the doc and continue working on the doc. (like in library section)

IMO option B looks cleaner and does not block the document itself which would be better UX.

Option B better follows Milo patterns when working in a Word doc.

Best of both worlds: Display option B, but have a maximize button that expands the dialog to option A
