fixing packagecontrol-bot's review
-includes following changes from previous release,
added command palette entry.
removed keyboard shortcuts by default, (user can set it if he needs it).
added/fixed command prefixes,
added .no-sublime-package for package control to treat it differently.
view,settings() is checked first before going for package specific preferences.
