First major release of 2024

Introduce API v2.0.0 alongside continuing support for the existing API. The new API is openAPI3 compatible and uses objects defined in the AIRR Community standards
Change species names to binomial (Latin) rather than common names
Upgrade Python to 3.11
Upgrade Flask components and other major components to current versions
