Why not just Issues?
Issues are used as a to-do list for developers of Panopticon. They need to contain accurate, refined information used to produce code. They are meant to be very clinical in nature, with minimal chatter and distractions.
Discussions lend themselves to the more chaotic nature of, well, open discussion. If you are still exploring an idea, or trying to understand if something is a bug, a server issue, or a self-inflicted problem it's best to use Discussions.
Please rest assured that once a Discussion becomes actionable (there's a confirmed bug or a valid feature request), one of the developers will create a corresponding Issue or Pull Request and link it to the discussion. Discussions are not designed to be the cemetery of ideas and bug reports; it is their incubator.

Why does it look a bit empty?
I am not a big fan of clutter. It makes finding things hard. When a discussion has not have had activity for a while, or when it has an accepted solution, I will close the discussion to prevent it from cluttering the landing page.
Tip: You can click on Filter and select All to see all discussions, open, closed, and everything else.
You can still reply to a closed discussion (only locked discussions cannot be replied to) but please don't. Let the dead discussions rest. Start a new one, maybe referencing the old discussion by typing a hash sign and the numeric ID of the old discussion. This creates a magic link between the two discussions. Neat!
