Put config file in its proper place

The dependabot merger config [needs to be in the root of the repository](https://github.com/alphagov/govuk-dependabot-merger?tab=readme-ov-file#usage),
which is totally what I intended to do, and I would have gotten away
with it, if it wasn't for that meddling code editor. 🤦
