chore(deps): bump got and @semantic-release/npm (#31)

Removes [got](https://github.com/sindresorhus/got). It's no longer used after updating ancestor dependency [@semantic-release/npm](https://github.com/semantic-release/npm). These dependencies need to be updated together.


Removes `got`

Updates `@semantic-release/npm` from 5.3.5 to 9.0.1
