Enable AnsibleArgSpecValidator to valdate documentation fragments

SUMMARY

Today AnsibleArgSpecValidator ignores "extends_documentation_fragment," which means you cannot use doc fragments for validating and thus need to add the fragment in multiple modules/plugins. It would be helpful to reduce duplication and efforts if when passing DOCUMENTATION strings to the AnsibleArgSpecValidator if expands the documentation fragments and validates the content in them as well.
