no-changed-when for windows modules

Hello. I work with a good amount of ansible that has instances of win_shell, and was hoping to lint with a rule like no-changed-when. Would this repo entertain a contribution to no_changed_when.py to include win_shell (and others like win_command, win_powershell etc)?

While modules like win_shell don't support changed_when, they do support creates and removes.
