TL;DR this will help us dramatically reduce the number of wheels uploaded to PyPI. This requires a pretty fresh Cython version, though. Here's the presentation from EuroPython: https://program.europython.eu/media/europython-2024/submissions/NAHJEU/resources/Cython_Limited_API_LIuuPD2.pdf.
