Skipping centos9 for now
3.12 needs 68.0.0 minimuim.
* manylinux_2_28 base image is AlmaLinux, and prelink is not present in repositories * older base images have archived their repositories, making it hard to install prelink * The build runs without prelink available

Looks like the same tag is needed in the CI/CD workflow. This one only builds images, not the project itself.
