It is been a long time since I use ServiceExternalIP in production.
I suppose that's the case for several people, so I think it would be nice to have it enabled by default ( promoted to beta ).
It looks pretty stable.

Antrea v2.2 is almost upon us, so I guess we could do this in v2.3?

I don't have a strong opinion, I'll let @tnqn and @luolanzone make that decision. That would be fine by me.
