Failed to reproduce the steps in 20230201-chrome-clang-build.md

About the article "20230201-chrome-clang-build.md",

1. follow the step to add "fuchsia" as "target_os" into ".gclient" file, but then failed to redo "gclient sync".
   Here is the log (/aosp/mcknight22/rawdata/working-group/issues/55/failed.redo.gclient.sync.with.adding.targetos.fuchsia.txt), please help to check.
2. skip the above step of redoing "gclient sync" and build clang for chromium with a substituted NDK which is from https://github.com/aosp-riscv/toolchain-prebuilts-ndk-r23, but failed.
   Here is the log (/aosp/mcknight22/rawdata/working-group/issues/55/failed.build.clang.with.ndkA.txt), please help to check.

对于 1： 我这里加上 fuchsia 后 gclient sync 貌似没问题，我是按照 20230201-chrome-clang-build.md 从头做了一遍的
，除了红色箭头这步没有做，因为 p9 上没有 sudo 权限，当然系统已经做好了我们也不用再做一遍。/aosp/mcknight22/rawdata/working-group/issues/55/failed.redo.gclient.sync.with.adding.targetos.fuchsia.txt 我看了，不明所以，上面有对出错的提示，你看看还能按照提示修复一下？还有是不是晚上网络不好？以前发现过

对于 2：我发现有可能和 android_ndk 有关，目前 https://github.com/aosp-riscv/chromium/tree/riscv64_109.0.5414.87_dev_clang 和 github.com:aosp-riscv/android-ndk-ci 是配套的，你可以切换成这个试试。

如果可以，这个文档需要更新一下，或者 riscv64_109.0.5414.87_dev_clang 上的代码需要更新一下，和 ptg 的 ndk 匹配起来。
