Adds an option to build providers with a local suffix. This could be used for local patches to libraries or to test updates to a provider in a local installation before the official release.
The flag "--version-suffix-for-local" also effectively sets "--skip-tag-check" since this will release a subversion against a tag that already exists.
I'm sure more work is needed here; I look forward to reviews.
