Replace tracker /topologies/{config,physicalplan,executionstate,schedulerlocation,metadata} with /topologies/info

/topologies/metadata

/topologies/info

These methods in the tracker all return a subset of a topology "info" object (a transformed version of the protobuf data on a topology which is received from the state manager), which is available in full on the /topologies/info endpoint.

Removing these will simplify the tracker further, and hopefully make it easier to simplify how the tracker is used throughout Heron (i.e. the interface)

This can follow on nicely from #3642
