KB cluster workloads ought to have priorityClass settings in-order to prevent eviction.

@ruijun2002 @nashtsai There are two points that need to be clarified:

  1. this improvement is trying to protect pods from preemption at scheduling, or from eviction at node pressure?
  2. do we only protect the cluster instance pods, or the controller pods are protected too?

for point 1. it's clearly specified "prevent eviction"
for point 2. it's also clearly specified "KB cluster workloads"
