Support easier benching of Talos

Kube-bench currently is usable on Talos OS, but it requires a fair bit of work in specifying config, as it uses different paths. It would be nice to have more of these recognised by the upstream config by default.

Most notable are:

• static pod manifests in /etc/kubernetes/manifests are prefixed with talos-
• many secrets including kubeconfig are stored in /system/secrets
