Feature request: Add a download all and a download since API for CVEs

To be able to use it offline, we currently scrape your security tracker. Your request limit is quite high, but we don't want to stress our luck.

I've not been involved in many open source development work. But I want to offer my help, if possible:
My idea would be to implement a paginated API to get access to all CVEs, and for people who already have a data set to either have something like an RSS feed or be able to get data up to a certain CVE number or time.
