This replaces the black, pyupgrade, reorder-python-imports and flake8 hooks in pre-commit with ruff,

In the ruff.toml file the following Ruff's rules have been selected:

  • flake8-bugbear (B)
  • flake8-comprenhensions (C4)
  • pycodestyle (E and W)
  • pyflakes (F)
  • isort (I)
  • pyupgrade (UP)
