shifts everything to use parameter-set separator "::" instead of ":" so that we can accommodate the weird new DMC parameter-set names.
This required a lot of changes throughout. But key logic is all in base.py. The rest can be ignored.
@syhwawa please test for the new configs - I think you should also add test coverage. This is likely to cause problems in future. Maybe worth updating the readme to point people at the paramset name logic?
