Deploy AWS infrastructure with Actions

Use the setup-terraform action to:

1. Check terraform formatting and cancel build if the check fails for pull requests
2. Deploy infrastructure from the main branch

Also consider extracting and creating a separate repository for (what will be) the shared infrastructure (ECS cluster, network load balancer, VPC, etc).
