Avnet MaaxBoard RT support with latest netxduo lib

• Support the latest TLS from netxduo lib for MaaxboardRT.
• I2C enabled to support future security element modules on MaaxboardRT.

STM32L4 linker fix and New Project Files Structure

• Fix: STM32 will not link properly due to incorrect order of libraries in the project
• Update project zip packages with -ms- (Microsoft GitHub baseline) and -nxp- (NXP MCUExpresso baseline) in the name.

Avnet MaaxBoard RT support and NXP MCUExpresso Azure sample support

MCUExpresso Azure sample support. Users can import an azure sample with MCUExpresso provided wizard and apply an IoTConnect package.
Additionally, the Avnet MaaxBoard RT board is supported.
