3.0: Some housecleaning and deprecations

The "Most-Recent Date" and "Number of items" columns are removed from feeds.csv, for the following reasons:

• this repo updates less frequently than the feeds
• those lines were a source of noise in the diffs

• 454: SOTC East Side Community Night
• 455: SOTC West Side Community Night
• 456: SOTC South Side Community Night

Additionally, the title of feed 71, "CIV - City Employment News" has changed to "CSC - City Employment News".

You can find these new feeds in feeds.csv or by importing all feeds from subscriptions.opml.
