hubploy now only deploys hubs, and relies on Github Actions CI/CD and the repo2docker-action to actually build and push the image to the artifact registry.

this is the final version of hubploy that will be able to build and push containers. after this pr is merged, hubploy will only be capable of deploying hubs/images to our custom zero to jupyterhub configuration.
