[Bug]: Config editor tooltip repeats

Describe the problem you are having

The tooltip that appears on mouse over ends up getting duplicated many times depending on how many times you make a change.

Steps to reproduce

1. Open the config editor
2. Hover over an applicable setting
3. The tooltip appears and shows the definition for the setting
4. Make a change anywhere in the file
5. Hover over any setting to see the tooltip is repeated
   ...
