this sounds like it might need a privacy review; not sure if you want to file one separately or for the multi-tab project as a whole.

also #43192 might be a dupe?

@diracdeltas does it need a privacy review? Its not going to be storing anything we don't already store, it'll just let us attach multiple items in the table to a single conversation.
