Support text color/link isn't similar across all the places

Steps to reproduce

1. 1. Follow the steps from Payout status banner test case for Complete banner

Issue1: For complete status banner the Support text color and complete banner text color is same, Also the Support text is hyperlinked on both rewards settings page and BR panel and text is not hyperlinked on NTP

Issue2: The complete banner color is not same as rewards settings and BR panel banner color
