The recent change buildbarn#129 used the old 'docker-compose', and incorrect flags at that. This keeps the composition modern in line with buildbarn#126 .

As stated in the docker release notes "Effective July 2023, Compose V1 stopped receiving updates". Following the migration guidelines, this PR switches to V2 of docker compose.
