Implement some of the 0x23 register

The last two bytes represent the status of interior and hazard lights (on MY19.)

I wouldn't be surprised if the remaining bytes represented the "defrost" (windscreen), "heat" and "cool" modes for climate, but I hadn't the chance to test this yet, so for the time being I chose name related to lights.

I wasn't able to get the 2nd and 3rd bytes to change at all in my tests.

But whenever any of the climate (heat/windscreen/cool) options are enabled, the 1st byte turns to 01 for me. My guess is that it indicates whether the ventilation fan is on. But at the same time I can't explain why the payload was 000100xxxx during heating for whoever wrote the protocol readme section on 0x23.
