Summary

Update action to be JS based, so Docker is no longer needed.

Action Items

  • refactor Dockerfile into JS
  • update docs that reference Docker (README, CONTRIBUTING)
  • update action.yml
  • update github workflow build.yml
  • deprecate Docker
