It would be handy to have some armhf images published on images:. For example, Debian images would be useful to the Canonical server team when they need to do package sync work from Debian to Ubuntu.

The first step would be to provide container images only as we cannot test VM images on arm64 anyway (no nested virt on GHA runners for that arch).
