Separate boilerplate code into helper package

This template has a lot of boiler plate that is shared between all of our ETL scripts, it would be nice to build this out into a separate module that is published somewhere like PyPI, like CapeLambda or CapeETL which provides helper functions to decrease boilerplate as well as allow us to provide easy updates if the underlying infrastructure changes.
