Adds a new setting that allows admins to restrict the use of ?saml=off and ?noredirect=1 during SAML login to access the backdoor to certain IPs.
For now I've limited this functionality to when dual login is disabled as that's the only time it would be a backdoor.
Users can still technically reach the backdoor when there's errors - I thought about adding a check there as well, but it's a bit different from how I've described this feature.
