Adds a linter rule to chplcheck for lines longer than 80 characters

Limitations

Does not check comments (since comments don't have locations)
Warns on a per-node basis, not on a per-line basis. This can make the reported column numbers look weird (although the line number will be right)
Is not configurable, uses a constant of 80 for the column width

This is a basic implementation of #25220
