updating winrm-fs to release a chef version

Description

Updating the Winrm-fs gem to release a chef-specific version since this has not been managed in ~4 years. Also, we're updating it to include a new chef-winrm gem (a fork of the winrm gem since it too is not being maintained). We need that updated version of the winrm gem to overcome a CVE.
