AmberMini Release

This is a standalone version of antechamber, tleap, and sqm from the AmberTools 14 release. There have been small modifications to introduce a more automake/autoconf-style build system and clean up some of the exit codes to allow easier integration with packages depending only on the preparatory tools of Amber.
