Add definitions of statuses #110

Planning - Identifying, qualifying, and scoping a project. Includes leads or opportunities that have just been identified, but haven't yet decided to pursue.

Learning - Includes research, discovery, needs assessment, and requirements gathering to inform a solution

Implementing - Execution and active project work, including design, development, testing, and solution implementation

Complete/Live - Solution/product/service is now live or operational. Includes after-action reporting to document and evaluate project results. Solution/product/service expected to be iterated or reassessed for improvement over time.

@toribr your thoughts on where these might fit -- About page? An interaction with the status icon?

Def should cover it in the about page. Status icon isn't ideal since the icon is the same for all, which means that all statuses would have to be included.

How do we feel about tooltips @toribr?

Using the clock icon as target? I think that would be useful as long as we (you) could code it to include only the definition for that project.

We should also still include it on the about page, in the Strategic Outcomes section we need to add.
