Changes proposed in this pull request:

  • Add automatic generation of diego-platform-cells based off of the base cf-deployment.yml and the ops files used against the diego-cell instance group in this repo
  • Add automatic generation of isolation segments, initially set to 0. Documentation and controlling this via credhub to a later PR
  • For IP: Rework how platform diego cells are templated product#3024

security considerations

Should help to prevent drift of configuration from upstream
