Toggle ros logging from env #101

  • Add a new ELECTRON_ENABLE_ROS_LOGGING property in the .env
  • Read the new property and toggle the enableLogging property based on it's value. Defaults to false. Do it in rosClient.ts not in the constructor of the RosClient
